Resolution to Consider Community Solar in State Energy Policies

WHEREAS, energy plays an essential role in the daily lives of all American individuals, families, and businesses,

WHEREAS, reliable access to this energy is best ensured through a diverse energy mix generated and delivered by a variety of fuel and technology sources,

WHEREAS, solar energy is an abundant, domestic, cost-effective renewable energy resource that can improve national security by reducing reliance on foreign sources,

WHEREAS, local, distributed solar energy generation can contribute to a more resilient grid, reduce costs for all ratepayers by providing energy during peak hours and defer the need for costly investments in bulk transmission and generation, and use private dollars to modernize the electric grid,

WHEREAS, community solar can provide access to local, affordable, and clean energy choices to all energy customers,

WHEREAS, community solar provides customers including homeowners, renters, and businesses access to the benefits of local solar energy generation, unconstrained by the physical attributes of their home or business, like roof space, shading, or ownership status,

WHEREAS, community solar programs empower consumers with additional energy choices,

WHEREAS, community solar can foster economic growth as well as opportunities for competition and innovative business models,

WHEREAS, the deployment of solar energy facilities including community solar can reduce the cost of energy for consumers while also creating economic development opportunities in [state],

NOW THEREFORE BE IT RESOLVED that the [legislative body] of the state of [name of state] encourages that future discussions regarding energy policy in the state include the discussion and consideration of various relevant models of community solar implementation, including competitive community solar, as an option for inclusion as part of any substantive future energy policies.
